President and Founder of CORIE LLC

Karen Meunier's professional career has been dedicated to public service, starting as a mediator in housing affairs, and for the past 20 plus years working in law enforcement. As a police officer, Karen specialized in narcotic investigations and crimes against women and children. As a criminal investigator and Director of Investigations in Washington, D.C. she investigated white-collar crimes/government corruption. Her investigations and subsequent recommendations for policy and procedural changes made a positive impact on enhancing security and integrity safeguards within the government.

Many of Karen's investigations have been reported in The Washington Post, as well as being featured on national news. Karen was the recipient of the United States Attorney's Office award for "OUTSTANDING CONTRIBUTIONS IN A MAJOR INVESTIGATION" that found one-third of a government agency's staff was involved in corrupt activities.

Karen's investigation into corrupt towing practices within the District of Columbia was the catalyst for changes in District laws that involved private towing companies and how they operated within the city. Karen's investigative findings were featured on national news showing other cities with similar problems using the recommendations as a reference for changes within their cities.

In addition, Karen was further recognized for her investigations into:

  • Cheating on promotional exams for the District's Fire Department
  • Corrupt practices by the District's parking enforcement
  • District business inspectors receiving bribes to overlook unlicensed businesses
  • Department of Motor Vehicles clerks taking bribes for issuing fraudulent driver's licenses, vehicle registrations and vehicle titles
  • An organized group from Canada who came into the U.S. to pass counterfeit hundred dollar bills
  • Assault of a young girl by several high school students

Karen has a bachelor's degree in psychology and a master's degree in criminal justice from Boston University.  Karen also teaches a number of criminal justice courses and continually enhances her skills through seminars and specialized training as well as staying informed of changes in federal and state laws.

"Departments of Motor Vehicles are not only one of the few remaining agencies requiring face-to-face interactions with every spectrum of the population, but also have to defense against illegal markets for all of the products. Not only does she [Karen] have an uncanny ability to understand an organization from every dimension (managers, customers, regulators, politicians, front-line employees), but she integrates with her technical skills to create effective, practical preventions, interventions and solutions, which were recognized by law enforcement officials at the local, state and federal levels."
